The FACAP Arson Reward . This reward, up to $2500, or more if augmented by a specific deposit to a particular fire, is offered to any person who comes forward with information or assistance, having been induced to come forward by the FACAP reward offer/poster or advertised or otherwise communicated to such person. Rewards that are supplanted by additional sums deposited, for that fire only are termed Specific Rewards. If the reward is supplanted (replaced) by the use of a Specific Reward, FACAP will not have its funds further involved, however, the reward will be administered by the Rewards Committee of FACAP.
The Good Citizen’s Reward. This reward is available, up to $500, for any public spirited citizen, who is not induced by a posted reward but who nevertheless comes forward with valuable information and/or assistance to authorities or the property insurance carrier involved, if any.
Both of these types of rewards are administered by a panel of Reward Committee members of FACAP, who are disinterested in the fire involved, who determine whether and in what amount a particular reward will be made. If the reward is made it will be disseminated not directly to an informant but through an official of FACAP.
It is understood that the FACAP Arson Reward program is not a contract, or warranty, or promise, and FACAP will not negotiate the terms of a reward with any person who is not on the rewards panel, or release any information about a fire to the public or to anyone seeking the same by subpoena absent a court order that the information is not privileged and is discoverable.
The Criteria for the Reward
shall be (a) the size and significance of the loss, (b) the extent of the effort
expended by the person proposed for the reward in assisting the solving of an
arson case, (c) the risk to person or property, if any, taken by the person
proposed for the reward, (d) whether the person also testified in a court
proceeding, (e) whether there was an arrest and/or conviction of one or more
parties responsible for the fire, (f) whether there was continuing significant
cooperation on the part of the person proposed, and (g) any other significant
data, in the view of the reward panel, that should have a bearing on the amount
awarded in the particular case.
It is understood that the
Good Citizen’s Reward is in essence a “thank you” from FACAP and
a token, monetarily. It will be accompanied by a Certificate of thanks from the
